Activity of Civil Design Division

A) ASH MATTERS
1. Works related to the Fly Ash Management and Utilization Mission constituted by MOEF&CC
2. Works related to CPCB Joint Committee meetings, Central Level Working Group or allocation of coal mines to TPPs
3. Coordination with Thermal Power Plants (TPPs) in respect of fly ash generation and utilization, ash supply for road projects with reference to MoP Guidelines & MoEF&CCNotification, 2021 and amendments thereto
4. Coordination with CPCB regarding updation and upkeep of CPCB Coal Ash Portal
5. Important references on ash matters & other miscellaneous works like monthly ashmonitoring, furnishing the data of ash utilization in respect of 11 TPPs which are within 300Kms of NCR, inter-ministerial meetings, Court Cases, PQs, RTIs and VIP references etc.


B) CIVIL DESIGN MATTERS
Design review of civil portion of Electro-mechanical (E&M) package of Hydro/Thermal PowerPlants and Power Transmission systems

C) COST MATTERS
Appraisal of cost of Civil & Hydro-Mechanical (HM) works of Hydro Electric Projects (HEPs)including renovation, modernization and uprating (RMU) along with life extension of theHEPs; pumped Storage Projects at following stages as per respective CEA guidelines (afterfinalization of Design and drawings from CWC):

1) At DPR stage: Examination and vetting of bill of quantities (BoQs); vetting of constructionschedule; phasing of cost after finalization of cost from CWC; in principle approval forreimbursement of cost of Enabling infrastructure (roads, bridges, land etc); in principle approval forreimbursement of cost of flood moderation etc.

2) At PIB/DIB (Public Investment Board/ Delegated Investment Board) stage: Cost up-dation & vetting of cost of pre-construction activities.

3) At construction stage: Vetting of reimbursements claim of cost of Enabling infrastructure(Roads, Bridges, Land etc); reimbursements claim of cost of Flood moderation; revised costestimate etc.

4) At project completion stage: Examination and vetting of Cost Estimate at completion level;In case of Memorandum of Changes (MoC) at RCE stage, vetting of revised BoQs, constructionSchedule and phasing of balance and executed Civil & HM Works.
