Activity of Financial & Commercial Appraisal Division
1. Nodal division in CEA for Nuclear Power: Driving the efforts of power sector on 100 achieving GW nuclear capacity by 2047. Examination of proposals of Nuclear Power Corporation of India Ltd. for fixation of power tariff of Nuclear Power Projects. 2. Striving for a robust and sustainable hydro power sector: Financial & Commercial Appraisal of Detailed Project Reports of Hydro Power Projects for Concurrence. Exploring innovative models towards a sustainable hydro tariff. Leading tariff negotiations of Hydro projects of neighbouring countries like Bhutan, Nepal etc. 3. Nodal division in CEA for Green Hydrogen: Exploring mechanisms towards facilitating a green hydrogen economy in the country. Establishing the grid as a single bidding zone to facilitate synergies with international requirements. Exploring alternative mechanisms of utilization of green hydrogen in the power sector. 4. Driving Competition in the Power Sector: Preparation of guidelines and Standard Biding Documents for tariff based competitive bidding for Thermal Generation Renewable Generation and Transmission projects. Ironing out issues in implementation of policies ensuring stakeholder concerns. 5. Policy and Advocacy centre of CEA: Lead division for preparation of Tariff Policy, National Electricity Policy. Playing a major role in Rule making under the Electricity Act to facilitate electricity to all consumers at lowest cost. 6. Financial examination of proposals of national interest: Examining the Feasibility Report (FRs), Revised Cost Estimates (RCEs) and Public Investment Board (PIB) proposals. Financial impact analysis of technology modifications and adaptations. Examination of proposals for renewable generation schemes from financial and commercial aspects. 7. Advisory and Information dissemination: Advice on financial & Commercial aspects to Central/ State/ Private and other Power Utilities/ Govt. Departments etc. Framing reply to the Parliament questions, VIP references on above issues. 8. Decarbonization and Climate Finance: Part of the team driving implementation of Indian Carbon Market and Climate Finance Taxonomy for the power sector.
