Functions / Responsibilities of Power System Communication Development Division
Functions / Responsibilities 1. To formulate regulations, guidelines, policies, manuals and technical requirements relating to communication systems in the power sector. 2. To prepare short-term and perspective plans for development of communication networks required for power system operation. 3. To formulate norms and guidelines for operation and maintenance of communication networks used for power system operation. 4. To provide technical advice and guidance to power utilities on power system communication, Energy Management Systems (EMS), Supervisory Control and Data Acquisition (SCADA) and associated communication infrastructure. 5. To facilitate development of reliable, secure and adequate communication systems for power system operation, protection, control and energy management. 6. To ensure safety, protection and prevention of interference to telecommunication and signalling infrastructure due to electric lines, electrical plants or associated works. 7. To coordinate with power, railway, defence and other utility agencies, wherever required, for resolution of interference cases and conflicts between telecommunication/signalling lines and power lines. 8. To provide technical inputs to various Committees/Teams, including: a. Team to explore the possibilities of development of indigenous SCADA/EMS software for power system management. b. BIS Committees: ETD 46 – Grid Integration and LITD 10 – Power System Control and Associated Communication. c. Committees for finalization of technical specifications for MPLS-TP in ISTS Communication System. 9. To provide inputs/replies for Parliament Questions and NIP references, and to facilitate dissemination of information under the Right to Information Act, 2005.
